High salts or rapid blight?
EC reading in damaged area = 1.1 on Field Scout EC meter, which converts to 3.8 dS/m saturated paste equivalent. However, poa can tolerate 4 dS/m without serious stress. EC values above 0.4 (1.9 dS/m saturated paste equivalent) are conducive for rapid blight. For this reason, the damage is probably due to rapid blight, and not to salinity alone.
